What is a Capital Improvement Program?
The City of Bellaire Capital Improvement Program (CIP) is a process by which the city develops a multi-year plan for major capital expenditures. This plan is created from goals and objectives outlined in the Comprehensive Plan, City Council Priorities, Department Level Service Plans as well as operational needs. These major, non-routine expenditures for new construction and improvements are categorized below.
The Development Services Department manages the development of the annual five-year CIP. Only projects for the current fiscal year are considered part of the adopted budget. Adopting the CIP does not appropriate funds for future years but are shown in future years as guidance for planning expenditures each year.
