Permit Submittal Procedure

Temporary Permitting Closure
The City of Bellaire’s Development Services Department will be transitioning to a new permitting software, SmartGov. This will require temporarily closing the permitting desk starting Thursday, June 17 at 2:00 p.m. until the end of day Monday, June 21, and therefore, no permits or registrations will be processed during this time. Additionally, if you have made an account to pay for permits online (via https://www.municipalonlinepayments.com/bellairetx), this portal will also be shut down at 2:00 p.m. on Thursday, June 17, and no longer be used.

Inspections and inspection requests will not be affected while the permitting desk is closed. Should a permit be required for emergency work, a permit application should still be submitted to inspections@bellairetx.gov allowing for the emergency work to be performed, with permit issuance the next operational business day, that being Monday, June 21st, and allowing for the scheduling of inspections thereafter.

The Development Services Department will still be available during normal business hours from 8:00 a.m. to 5:00 p.m. by email, inspections@bellairetx.gov, or phone, 713-662-8230. We expect to resume normal permitting operations on Tuesday, June 22st at 8 a.m. using the new permitting software. Once the SmartGov portal is live, all permitting, plan review, licensing and inspections will be done via the portal, so customers are encouraged to create an account at their earliest convenience. Creating an account is a short process and the instructions will be available online. Once that is done, users will follow simple steps to purchase permits, renew registrations, request inspections, and view inspection results online.

Update (4/29/2020): 

Starting May 4, the permitting office will serve customers in person by appointment only to ensure the continuity of essential services while operating under safety guidelines. We strongly encourage that all documents be submitted via e-mail or mail using the instructions on this page. Appointments must be scheduled 24 hours in advance. If it is determined that the business you are requesting can be handled electronically or over the phone, your appointment will be canceled, and a staff member will follow up to assist you.

The Development Services Department provides the following methods to apply for building permits:

E-mail the Application

Permit applications along with the required submittal documents may be submitted to inspections@bellairetx.gov. At this time, please allow 48-72 hours for staff to respond to your request. 

If a plan review is required, the target turnaround time for the first round of comments is 30 business days for residential and commercial applications. When the permit is approved and ready to be issued, the person of contact will be notified.

Mail the Application

Contact the Development Services Department prior to mailing any permit application and payment. The permit application may be mailed along with required submittal documents (no larger than 11" x 17") and check only after contacting the Development Services Department to confirm the amount

Drop Off the Application

Contact the Development Services Department prior to dropping off any permit application and payment. The permit application may be mailed along with required submittal documents (no larger than 11" x 17") and check only after contacting the Development Services Department to confirm the amount.

Drop-off Location: you can drop your application in the Utility Billing deposit box located on the South Rice Avenue side of City Hall.

Apply In-Person (not available as of March 23, 2020)

Permit applications may be submitted in person to the Development Services Department in Bellaire City Hall located at 7008 S. Rice Ave., Bellaire, TX 77401. Department staff is available Monday through Friday from 8:00 am to 5:00 pm.
