General permitting process:
1. Permit Application
You (the resident) or your contractor will need to submit all required applications and a scope of work (SOW) or bid for the repairs. *SOW is applicable for building permits ONLY.
We cannot issue trade permits (electrical, plumbing, mechanical) to unlicensed persons.

There are NO fees for disaster recovery related permits.
Email completed application(s) to: inspections@bellairetx.gov. Include “WINTER STORM” in subject line of email.
2. Contractor Registration
Contractors performing work in Bellaire must register with the city before any work begins.

Applicants can call 713-662-8230 or email inspections@bellairetx.gov to confirm registration.
3. Permit Issued: Permit issue and review process
Permits will be processed in order received by the City.
A/C & Heating, Electrical, Plumbing permits issued the same day.
Building permits may require additional review. Typical response is 3-5 business days.
4. Work Performed
Once the permit is approved and issued, repairs and reconstruction may begin.
Depending upon the scope of your reconstruction, the City will advise what inspections are needed in order for the contractor to complete the repairs on your home.
5. Inspection Scheduled / Performed
Upon completion of the work, the applicant must request an inspection.

The Bellaire permit office will schedule an inspection.
Typically scheduled within two business days, due to high volumes, this may be extended.
The applicant is notified of the inspection result.
6. Permit Closed
The permit is closed upon passing inspection
