Winfred C. Frazier was elected to the Bellaire City Council in November 2021. He was elected as Mayor Pro Tempore in January 2022.
Professional Experience and Education
Winfred C. Frazier is an Attorney with The Law Firm of Paris and Associates. Winfred is a retired Vice President with ABC-TV/Walt Disney Corporation.
Winfred achieved many honors and awards during his career and has been active in supporting many non-profit organizations in Houston and Bellaire, including Patrons for Bellaire Parks, Nature’s Discovery Center and Evelyn’s Park. He served on many Bellaire Boards and Commissions including Planning and Zoning, Sunset Review Committee and The Bellaire Police Citizens Advisory Board.
Winfred graduated from the Bellaire Citizens Academy and the Bellaire Police Academy. He is a current member of the Bellaire/Southwest Houston Rotary Club and the Bellaire Business Association. He received the Houston Television Lifetime Achievement Award and the African American Pioneer in Houston Media.
Winfred holds a bachelor’s degree in Business Administration from Texas Southern University, and a J.D. Degree from South Texas College of Law.
Personal Information
Winfred and his wife, Dr. Johnnie P. Frazier, have two adult children – Dr. Denise T. Frazier, and Dr. Winfred T. Frazier.
