Due to COVID-19, the Utility Billing customer service window is closed until further notice.
Utility Payments - If you normally pay your bill at our customer service window, we strongly encourage you to pay your utility bill via credit card online (see links below). Online credit card payments are free to customers and can be set up as automatic recurring payments – set it and forget it! Alternatively, you can drop your payment in the overnight deposit box located on the South Rice Avenue side of City Hall. Customers paying by mail or set up on automatic credit card draft and automatic bank draft can continue to pay using these methods.
Trash Bags and Recycling Bins - Trash bag and recycling bin sales are suspended until the customer service window reopens. Store-bought trash bags can be used.
New or Terminating Service - If you need to start new service or terminate service, please call our Utility Billing customer service number at 713-662-8253.
Utility billing customer service processes the monthly utility bills and payments. Payments are due on the 2nd Friday of each month. Customers may contact a customer service representative to establish or disconnect service, inquire about their utility bill, inquire about service disruptions, report water leaks, and purchase garbage bags.
