Council Member Pat B. McLaughlan - Position 4
Council Member Pat B. McLaughlan is honored by the trust the Bellaire citizens have placed in him by allowing Pat to represent them on City Council. Pat accepts that trust by representing the citizens in a proactive and knowledgeable manner in all issues that come before Council. He is a 35-year resident of Bellaire and has broadly participated in city affairs prior to being elected to council. Pat was a long-time Bellaire Volunteer Firefighter/Emergency Medical Technician and has served on the:
- Board of Adjustment
- Facilities Committee
- Fire Protection Advisory Committee
- Planning and Zoning Commission
- Safety Committee
- Sunset Review Committee
Council Member Pat B. McLaughlan is serving his 2nd term in Position No. 4 (January 4, 2016 - January 6, 2020).
Areas of Interest
Pat's primary council goal is to build a better Bellaire through continually working to improve Bellaire's citizens' quality of life. His special areas of interest are:
- Appropriate redevelopment in both our residential and commercial areas
- Building standards
- City services
- Community safety
- Effective land use
- Fiscal integrity
- Stormwater management
Pat is proud of many council accomplishments that have included residential fire protection sprinklers, disaster preparedness planning, and an improved fire protection rating, limiting flood plain expansion by controlling new construction fill, the programmed reconstruction of city infrastructures and city facility redevelopment planning.
Pat is a past board member of the Houston-Galveston Area Council, (H-GAC), and was a member of the H-GAC Transportation Policy Council until his retirement. Pat was employed at the NASA Johnson Space Center as an Aerospace Engineer. His engineering experience of 45 years over the Apollo, Shuttle and Space Station programs includes life support, rocket propulsion, and structures. Through NASA's Technology Transfer Program, Pat was a leader in improved protective equipment for municipal firefighters and served as a fire department technology consultant. He was also considered a national authority on firefighter's respiratory protection.
Pat is a Mechanical Engineering graduate of the University of Houston, a Registered Professional Engineer in the State of Texas, member of the American Society of Mechanical Engineers, and a licensed Texas Real Estate Broker.
Pat's wife, Diane Emmons McLaughlan is well known for her many volunteer civic and educational activities and also for her long career as a teacher at the Condit Elementary School in Bellaire. Pat and Diane are members of the Bellaire United Methodist church.
