2. What does the City mow?

Beginning August 19, 2013, the City will mow only the following areas:

3. How often does the City mow?

The City mows once per week.

4. What is the resident responsible for in maintaining the right-of-ways?

Code of Ordinances Section 22-22 requires owners and occupants to maintain grass, trees, bushes, shrubs, weeds and brush abutting street right-of-ways.

5. What areas must the residents mow?

6. How much of a fine can I get for not maintaining the right-of-ways?

The City may assess a fine against a property owner and/or any other person in possession or control of such property of up to $500.00 per occurrence for a violation.

7. What if I don't have access to the area I am required to mow?

Residents are still required to maintain the right of way or easement.

Residents may or may not choose to install gates in their fences. The number of gates installed is also at the resident’s discretion.

11. What are the collection requirements for Residential Solid Waste?

Per the City of Bellaire Code of Ordinances, Sec. 16-2. Collection requirements:

Garbage shall be placed in plastic bags, having a minimum thickness of 1.5 mil and a capacity of not less than 20 gallons each and which will not leak when handled. Such bags shall be tightly closed by cord, wire, or rubber band, in such manner as to prevent leakage of contents. Paper bags may be used under the same terms and conditions as plastic bags, provided such paper bags consist of at least two (2) sheets of 50 pound wet strength extensible paper.

a) No containers shall be used except for plastic bags and the approved paper bags stated above.

b) Garbage shall be placed behind the curb at no more of a distance than three (3) feet behind the curb.

c) No more than six (6) garbage bags will be collected per home.

d) Each bag shall contain no more than twenty-five (25) pounds of garbage.

e) Garbage must be set out for collection by 7 AM. Garbage collection will commence at 7 AM.

f) No garbage shall be set out for collection before 6 PM the day before the collection date.

g) No garbage shall be set out for collection on City holidays.

h) All glass being disposed of as garbage such as, but not limited to, windowpanes, sheet glass and broken glass shall be wrapped in cardboard and taped before setting out for collection.

i) All sharp objects or objects with sharp, cutting edges being disposed of as garbage such as, but not limited to, broken plastic and metal fragments shall be wrapped in cardboard and taped before setting out for collection.

j) Needles shall be put in a bottle or other container secured with a lid before setting out for collection.

k) No automotive oil or automotive fluids of any type such as, but not limited to, motor oil, transmission fluid, brake fluid, power steering fluid and windshield wiper fluid shall be deposited nor accepted in the garbage for collection.

l) No swimming pool cleaning chemicals or chemicals of any type such as, but not limited to, chlorine and turpentine shall be deposited nor accepted in the garbage for collection.

m) Oil-based paint shall not be deposited nor accepted in the garbage for collection. Latex paint may be accepted for collection only if it has been thoroughly dried and hardened.

n) No cardboard or aluminum cans shall be accepted in the trash – cardboard and aluminum cans shall be placed with recyclables for collection.

o) The homeowner may also purchase a sticker to be placed on the garbage bags in excess of the allowed six (6) bags for collection.

o The sticker may be purchased at City Hall, located at 7008 S. Rice Ave., upstairs in the Utility Billing department.

o The price for the stickers shall be set by the City Manager.

12. What are the collection requirements for Tree Limbs and Brush?

Per the City of Bellaire Code of Ordinances, Sec. 16-7. Garbage generated or collected by commercial tree trimming, lawn maintenance, gardening or landscaping services, handymen or any others not considered the occupant.

It shall be unlawful for any commercial tree trimming, lawn maintenance, gardening or landscaping services, handymen or any others not considered the occupant who shall be employed within the city limits of the city to prune or trim and tree, hedge, or bush, to fail to haul away grass, tree, hedge, bush and landscape trimmings from the city limits of the city to a point outside the city limits of the city.

Per the City of Bellaire Code of Ordinances, Sec. 16-8. Garbage consisting of tree, hedge, and bush trimmings cut by the owner.

All limbs, brush and tree sections 3” in diameter or smaller and cut personally by the owner shall be cut in four (4) foot lengths and tied in a bundle not greater than two (2) feet in diameter and placed with household garbage for collection. The limit shall be three (3) bundles per household per collection day.

All limbs, brush and tree sections greater than 3” in diameter and cut personally by the owner shall not exceed 8” in diameter and shall be cut in lengths not to exceed four (4) feet and stacked three (3) feet behind the curb in piles not exceeding four (4) feet in height. The weight limit shall not exceed 200 pound per collection per day.

Limbs and brush cut personally by the owner shall be stacked for collection with no overhead obstructions such as, but not limited to, trees, streetlights and power lines. Vertical clearance shall be 30 feet from the ground.

Brush, limbs and tree sections not collected due to non-compliance with this ordinance shall be removed by the owner within 24 hours of notification at the owner’s expense.

13. What is the maximum amount city will haul per day per premises?

Per the City of Bellaire Code of Ordinances, Sec. 16-4. Maximum amount city will haul per day per premises:

Not more than 150 pounds of garbage and 200 pounds of brush shall be hauled away in any one day from any one residential establishment by the garbage collectors of the city. Any garbage at any such establishment in excess of 150 pounds shall be hauled away to a proper place of disposal outside the City of Bellaire, at the owner’s expense, by the occupant of the property where it is gathered, or by the person or persons gathering it, within 24 hours after it is gathered.

14. Where can I purchase the stickers for additional garbage bags and how much are they?

Garbage bag stickers can be purchased for $1 each in the Utility Billing Department located in City Hall at 7008 S Rice Avenue, Bellaire, TX 77401.

15. What items are NOT collected by the Solid Waste Department?

When purchasing a new appliance, it would be wise to include the removal of the old appliance with your purchase.

16. Where can I purchase additional curbside recycling bins?

Additional curbside recycling bins can be purchased for $10 each in the Utility Billing Department located in City Hall at 7008 S Rice Avenue, Bellaire, TX 77401.

18. I recently moved into Bellaire but there was no curbside recycling bin at my house. Where can I get one?

Contact the Utility Billing Department located in City Hall at 7008 S Rice Avenue, Bellaire, TX 77401. The phone number is 713-662-8250. They will get one to you.

19. What is the holiday schedule for solid waste and curbside recycling collection?

There is no solid waste and curbside recycling collection on scheduled City holidays. City holidays: New Year's Day, Martin Luther King, Jr Day, Memorial Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving (Thursday and Friday), Christmas Eve and Christmas Day. 

Please help maintain the appearance of the City by not putting garbage and trash out earlier than 6:00 p.m. the day before your regular collection day. The City's collection services begin at 8:00 a.m.

20. My garbage bags, curbside recycling and/or tree limbs were not collected and a red tag was placed on it. What does that mean?

A red tag on the solid waste and/or curbside recycling that was not collected indicates that it did not comply with Chapter 16: Solid Waste of the City of Bellaire Code of Ordinances. The specific reason(s) will be indicated on the red tag. Please call 713-662-8170 and refer to the reference number on the red tag to receive further information.

21. Does the City provide paper shredding services?

No, the City does not provide paper shredding services. 

22. Who do I call to report a pothole?

Call Public Works at 713-662-8170, 8:00 am – 5:00 pm, Monday – Friday.

23. Who do I call to report a damaged or missing sign?

24. How do I report a streetlight that is out or damaged?

25. Who do I call to report a water leak, sanitary sewer blockage, storm sewer issue, and/or other water/wastewater/storm sewer problem?

Call Public Works at 713-662-8170, 8:00 am – 5:00 pm, Monday – Friday. After hours and weekends, call the Police Department at 713-668-0487.

26. Is my drinking water safe?

Yes, it is. The City of Bellaire drinking water is rated "Superior" and meets or exceeds all Federal (EPA) drinking water requirements.

27. My garbage/recycling/brush was not picked up because it was missed or it was put out late. What should I do?

Please have your garbage/recycling/brush set out the night before or no later than 7:00 a.m. on the day of your scheduled collection. Drivers are on a tight schedule and cannot always return if the material is not set out on time. However, if your garbage/recycling/brush was not collected, please call our office at 713-662-8150 or report it to us online at the Request Tracker (see below) as soon as possible. We will attempt to have it picked up that day if possible. Those items will be picked no later than the day of your next scheduled pick up day. If possible, however, we will attempt to collect those items on the next business day.

Please note, if you contact us and/or we receive notification after hours, on the weekend, on a holiday or day before a holiday, the situation will be addressed on the next business day. Request Tracker
