Wastewater Treatment Plant
The City of Bellaire owns and operates a Wastewater Treatment Plant located at the City’s Southeast corner. This plant treats residential and commercial wastewater from toilets and drains. Once treated, the water is released back into the Braes Bayou for recirculation into the natural water cycle.

The Wastewater Treatment Plant has reached its useful life. We have contracted with a third party, HDR Engineering, Inc., to assess the condition of the Wastewater Treatment Plant. We are at a point where something needs to be done to continue treating wastewater safely and efficiently for the Bellaire community.

We have obtained a report from a third party, HDR Engineering, Inc., on costs associated with rebuilding, rehabbing, or decommissioning the plant. We passed a bond in Nov 2024 authorizing $30 million for water/wastewater facility improvements. No bonds have been sold for this to date.

The City Council must decide on one of three different options to continue treating Bellaire’s wastewater safely and effectively.
1 - $107 Million - Rehab/replace plant on existing site
2 - $131.7 Million - Construct a new plant on the adjacent site (Public Works yard)
3 - $11.48 Million - Decommission plant and connect to City of Houston’s plant
